Plain TeX or plain pdftex place a figure based on overall page 
composition. You just give general guidelines. You can move the point 
of insertion up or down with positive or negative \vskips but that 
will probably overlay other text.

For exact placement consider using pstricks and the \rput command.  
Again other text needs to be adjusted to make room. 

For a document involving many graphics and exact placement as in a 
newspaper or brochure  I prefer Scribus. You draw a graphics box 
where you want it, fine tune the exact placement with x and y values 
if required, and set the text to flow around it. But of course that 
is not a TeX solution.
