I'm not sure if this is possible with pstricks as I've never used it
(a quick glance through the docs didn't bring anything up).  I realize
that you are probably intend to do more with pstricks than just a red
dot.  But if all you need is a red dot, you can typeset the bullet
from the math symbol font (cmsy) in color (using the color.sty
package) scaled to whatever size you need (by scaling the font when
loading it, or using the graphicx.sty package).
