Set it _before_ \doublecolumns, otherwise it has no effect -- by the
time you change it, \doublecolumns has already used the old value to
compute column widths.

The black line is the overfull box marker.  Your 10mm-wide gutter box
does not fit in the default gutter of 2 picas.
