[tex-eplain] Stop hyphenation in TOC

Hi John,

    hyphenation in the TOC. I have tried adjusting \pretolerance to
    no avail. Here is my code:

The issue might be \pretolerance vs. \hyphenpenalty as Stepan suggests.
I seem to recall having confusion with that in the past.

Another idea that comes to mind is that the end of the group with the
\pretolerance setting is reached before the \par (I assume there is a
group involved somewhere).
