[tex-eplain] Unexplained code and Context

There is a line of code in \eplain.tex and xeplain.tex
that causes error messages when used with Context.
the same line causes no problems with plain tex or pdftex.

Here is the line and the explanation taken from xeplain.tex:

% In order to do anything with ^^L inside a macro, it must
% be made non-\outer.

Can anyone decipher this code and tell me if it is legitimate
or a corruption?

^L can be a representation of a page break character. ^^L is 
incomprehensible to me.
