[tug-summer-of-code] SoC project slot choices

Since we have several excellent proposals now, I should explicitly
mention that the chances are that Google will not fund as many "slots"
as we ask for, so we will have to make choices.

All mentors will have a chance to rank the incoming project proposals.
I very much hope we can reach a consensus about which ones to choose,
but if needed, I guess I am the one who will make the final decision.
