it looks like a path problem: all the *.pro files are not found.
However, it makes no sense to use the --no-pdf switch unless
you have some problems with finding fonts. The deafult way
should be "xelatex file" and an internal run of xdvipdfmx.

you should try it _without_ latexmk:
xelatex Test_TinyTex_xelatex
