[pstricks] PSTricks and texlive-2019

Hi Jürgen,

Your MWE works pretty fine here (TL2019 with most recent update). 
Xelatex runs through without any error and it produces a correct PDF.

Could it be that your "texmf-site" tree contains some outdated pgf 
stuff that should be removed or updated?
