[pstricks] Modifying the implementation of Rand should be announced in pst-news13

Dear folks,

I just realized that Rand had been tacitly changed from its default behavior (producing a random real number between 0 and 0.5 inclusive) to the new one (producing a random real number between 0 and 1 inclusive).

IMHO, this change should be announced to the public via pst-news13.pdf to avoid causing the users to get confused.
