Herbert:
I am running a Mac (OSX 10.7.5) not Windows, but either way my problem (due to my own ineptitude with the details of file placement under the hood) is first that I don't know how to get the file from the dante website to my computer and second once I get it there, where I am to put it when I do. Answering the first question is a prerequisite for the second.

clicking on the link you gave
gets me to "Index of/dvips/pst-func" which indeed shows the file "pst-func.pro"--how do I download it, and where do I put it?
I have no idea where TeX saves the files on Windows. However,
you can run "cmd" which opens a command window. Input
"kpwewhich pst-func.pro" and it should list the current
directory where it is saved. You can also run an example
and read the log file it also shows all directories.
