[pstricks] \psCircleTangents in pstricks-add

Just want to drop a note acknowledging (presumably) Herbert Voss who has put in \psCircleTangents and \psEllipseTangents into the 20/8 release of pstricks-add.

Whilst I didn't put in a request, but he's still managed to cook up these very useful macros which I certainly will put to good use, especially for senior high school circle geometry problems!

On the same topic, would it be appropriate to put these macros into pst-eucl some time down the track?
