[pstricks] decimal separator in pstricks-add+pst-plot

Thanks heaps Herbert

the decimal separator now acts in this pstricks-add.tex same as the decimal
separator in pst-plot. I did not have to make any change and my fix is not
needed any more.

When do you think, you would upload that to CTAN officially?
