[pstricks] cubic b-spline package?

Hello Herbert,
anyone who wants may put pst-bezier.* on ctan. It is GPL.
I've never bothered partially because of the list of known bugs
but mainly because of the much longer list of unknown bugs;-)
and I don't have much time to maintain the package.

In my opinion the worst thing up to now are the missing arrow heads.

Furthermore, pst-bezier is not as much compatible to the pstricks-package
as it should be. Spaces are not allowed in the point list and line breaks
must be commented out.
That is because of my somewhat dumb way of parsing the argument list.
