No, it seems to fill with linecolor. Try
\pspolygon*[linecolor=yellow](14.7,0.1)(15.6,0.1)(15.6,0.9)(14.7,0.9)
and
\psframe*[linecolor=yellow](14.7,0.1)(15.6,0.9)
