You could try the tetex distribution that comes with cygwin,
xdvi certainly sees embeded ps although it sometimes gets
cnfused with scaling and colors. Apropos, a really cool dvi
viewr is advi, I don't know if it has ported to cygwin though.

I am not sure if there is a "native" dvi viewer that displays
embeded ps but I would look in to the TeXLive distribution, have
a look at http://www.tug.org/texlive/
