Pstricks is meant to be embedded in a TeX or LaTeX file. So If you
are creating your document in plain TeX, LaTeX, or pdfetex/pdfelatex in
dvi mode then the picture will be inserted where you describe it. If
however you are using some other method to typeset your paper then you
can create the image as a standalone ps file. Then you can use some
image manipulation program to reduce the ps file to a correctly sized
eps file. I use Gimp.

Are you using some form of TeX for your paper?
