[pstricks] Pstricks and pdftex

VTeX is most certainly not a version of LaTeX in any sense.

VTeX is a TeX compiler which -- among other formats -- can produce
pdf. It will run latex if you use LaTeX format, or Plain if you use Plain 
format.
