not directly. As Karl mentioned before, up to now, i never was 
confrontated with a similar problem. Could you try to explain more 
detailled what happens from the moment you inserted the CD?

Und normal circumstances you should see ProTeXt's starting window, from 
which Acrobat Reader is invoked. After this you can i.e. start MiKTeX's 
installation procedure from the displayed PDF-Document...

So, to come to an end, where do you get this "permission denied"?
