It may be that my guess as to the issue was wrong, but as you have given no indication of the files or what error you got really I can not guess any more, sorry, I have helped as much as I can.
If adding \usepackage[cp1251]{inputenc} works then I'm glad you have a workaround, but any file requiring but not having such a declaration would have given the wrong output with no warning prior to 2018 and an error after the default was changed to utf8 in 2018, so it is very surprising that you have seen a change since last year. I believe you do see such a change but as you have not provided anything to reproduce the problem I have no idea.
