Not sure what "more sensible" might mean.   The conversion can be
automated if you have a command-line tool (inkscape or batik) that
handles svg to pdf.  LaTeX graphics inclusion supports
\DeclareGraphicsRule which can be used to automate conversions,
You can use the LaTeX graphics packages via miniltx in eplain, so
perhaps they can also be made to work in texinfo.

LuaTeX should offer more flexibiilty -- I tried formatting the GNU tar
manual and got a pdf that seems mostly OK (but eventually crashes
my linux pdf viewers!).
