Once again we have confusion between pdftex, a descendant of the original 
plain tex, and pdflatex, a descendant of latex. The \documentclass statement 
is used in latex, pdflatex, and lualatex and not in tex, pdftex and luatex.
These are two different family trees (and also Context which is a third branch 
of the TeX family.)
