[pdftex] a wrapper for using pdftex as a library call

There was some discussion a few years ago about a wrapper to allow pdfTeX to
be run like a C library function.  Has anything continued with that?  I'd
love to find any details about this work.  I'm looking into calling TeX
within a large workflow to do the actual page composition (which is
currently done with a mix of different technologies.)

Any pointers greatly appreciated!
