There are whole books for how to use pdftex, but rather little about
installling pdftex from scratch.

The pdftex binary is almost useless without a quantity of supporting
files and related tools.   If your server is used for a restricted set of
tasks, you may prefer to use a stripped down configuration.  For
more general uses, there are full TeX distributions (texlive, miktex on
Windows) that include pdftex and have "easy" installers.

Many linux distributions include TeX packages, so for most people
the simple thing is to just install the tex packages.   You may end
up with a lot of files you don't need or use, but disk is cheaper than
the knowledge needed to produce a stripped-down TeX system.

Note that current versions of pdftex may require some changes to
.tex sources that worked with early versions, so you may have some
work to do after installing the current packages.
