\url isn't a primitive, you must have some macro set loaded that defines

the whole point about the U in URL (or URI as they are formally known
these days) is that it is a Uniform syntax independent of the transport
protocol. so if you can go \url{http:///a.b.c} you can go
\url{mailto:foo at a.b.c}
