No. It only declares that the output file is PDF-1.3, but it doesn't
have other effects. Especially higher features aren't forbidden, there
can be lots of them inside the file without getting a warning or
an error message.

Because of \pdfobj and friends pdfTeX would have to become
both an PDF interpreter and validator.
