[pdftex] Vietnamese fails to print some particular phrase

Here I have attached the Vietnam.tex file.  On running the command *pdflatex
Vietnam.tex *, it throws the below error.



! Package ucs Error: Please activate option 'combine'.

Please guide me in,

   1. The second phrase is giving the error. What is the problem in the
   second phrase?
   2. How to activate the option combine?
   3. Or any other way to solve the problem?



I’m using

Emacs Version:  GNU Emacs 21.4.1

LaTeX version:   pdfeTeX 3.141592-1.21a-2.2 (Web2C 7.5.4)
  kpathsea version 3.5.4
