[pdftex] pdfpages and plain pdftex.

Supposedly the pdfpages package can be used in plain pdftex.  However 
this test file generates an error:

Any hints? I use TeXlive 2008 and pdftex:
 pdfTeXk, Version 3.1415926-1.40.9 (Web2C 7.5.7)

on Slackware Linux 12.0.
