[pdftex] experiment with tagged PDF

Hi all,

after some experiments I was surprised to learn that it's
not that difficult to make a pdf/a-1a compliant file with
pdftex. 

It's difficult to make a properly tagged pdf of
course, but if one only needs to make his pdf to pass the
pdf/a-1a validation of Acrobat 8 (or similar tools that
verify pdf/a-1a compliance), he needs not add any tag
at all. See the example f4.tex from the below URL for an
example based on sample2e.tex
