[pdftex] PDF / TEX export problem

Dear Sirs,

I am using Windows ME, and a HP 7855 Pavilion PC Desktop
PC (old machine but reliable ).. The Explorer is Ver. 6.0.2800....

I have downloaded your most recent PDFTeX version .zip file from
your website and extracted the enclosed folder....However I cannot
figure out how to produce a PDF file from my .tex file. Is there an
install procedure or do I  just click on a specific icon in the folder
and use F7.
