[pdftex] Enabling PDF annotation for Adobe Acrobat reader

Hello, in Acrobat 8 (and 7 I think), PDF documents can be annotated 
using Acrobat Reader, yet that requires that the PDF be enabled for 
annotation by Acrobat Professional, can't that annotation enabling thing 
be done by latex or dvipdf ?
