Back when encryption was removed I grudgingly agreed that this is a
valid method and I let my patch for embedded encryption in pdftex
deteriorate.

But since then I've found this is not the case anymore.  pdftk doesn't
know about object compression.  I have documents which benefit
significantly from pdftex supporting this.  If I want to to also have
encryption I have to allow pdftk to rewrite the file and see the file
expand significantly.

I'm thinking about updating the encryption patch on my home page to add
back the support.  Relying on a toolchain with components which are not
sufficiently well maintained proved not to be viable.
