[pdftex] Encryption, passwords and so on.

I just purchased an e-book with encrypted text and also a user password
required to read it. Back in 2003 encryption was removed from pdftex , and
it was suggested that another program be used to encrypt the pdf, add
passwords etc. No doubt the full Adobe distiller program will do this. Is
there an open source equivalent?
I use pdftex and Context but not any form of Latex.
