[pdftex] how to export latex to pdf that allows commenting

Changing document permissions  of this kind (there are 3 levels
starting from pdf-1.7:
Enable Typewriter tool.. , Enable for Commenting and Analysis in Adobe
Reader, Extend features in  Adobe Reader (these features slightly
changed names between versions) requires Acrobat. There is AREnable
(Windows) http://sourceforge.net/projects/arenable/ which can transfer
permissions from document to document but AFAIK latest AR detects such
hacking.

However, one can insert "Adobe comments" while preparing tex document
(easiest way to use cooltooltips package - thanks to Scott Pakin; but
also one can insert raw pdf commands - I hope you can find in archives
of this list Heiko Oberdiek teaching me how to do it)
