I looked at the home page for TeX4ht and it seemed to be oriented to LaTeX and 
not plain TeX. So if I use e.g., pdftex and set the output for dvi will the 
program still work?

XML is too verbose for me. I prefer garden variety html for web pages. YMMD of 
course.
