[pdftex] ptex discussion

Hi,

Concerning the ptex keys discussions ..

- control over it has been added and will be available in pdftex 1.50, 
i.e. the next stable release
- default behaviour will stay as it is, since this is our policy and 
defaults only change whnen pdf specifications change and even then after 
much discussion in the team
- sending more mails to the team/list for changes in these defaults is 
useless
