[pdftex] Default extension in pdftex.def (again)

Hi folks,

is there a reason why the pdf driver does not
define a default rule as suggested in

http://tug.org/mailman/htdig/pdftex/2003-June/002069.html

resulting in the patch attached below.

I wonder why this is not set by default in the standard
pdftex.def file? Is there a more elegant way?
