hyperref offers option pdfusetitle that uses the value of
\author and \title.

No, pdfTeX already sets the date field (/CreationDate) in the
format from the PDF specification. The next hyperref version
provides options pdfcreationdate and pdfmoddate to set the
entries manually, if the underlaying driver supports this.
