[pdftex] problems with \texorpdfstring

I encountered strange problem possibly due to wrong setup (new hyperref sits in
/usr/local/teTeX/share/texmf.local/tex/latex/hyperref


While say

\section{\texorpdfstring{$\beta$}{\textbeta}}  works well

\section{\texorpdfstring{$\beta$}{\textalpha}} fails (undefined )

What is more with preamble containing
\DeclareTextCommand{\textalfa}{PU}{\83\261}

I get tex capacity exceeded



My environment

hyperref: 2006/09/06 v6.75e
pdfeTeX 3.141592-1.30.4-2.2 (Web2C 7.5.5)
kpathsea version 3.5.5

I remember that \DeclareTextCommand worked for me before
