This type of graphic (screen dump with lines, areas of uniform color,
and fonts) is very sensitive to scaling artifacts. It may look better
with a simple nearest neighbor resampling than under a more
sophisticated scaling (e.g., based on truncated Fourier series). I
expect free tools use the easiest methods to code for rescaling, while
Adobe is more interested in ensuring that scaling of magazine quality
images is done well.
This sort of image really should be rendered using line art rather than images.
