I tried:
> cd build/texk/web2c
> cp /tmp/pdftex-1.30.3/src/texk/web2c/*.web .

and comment out 2 lines in Build :

#rm -rf build
#mkdir build

Then make => OK !
Don't ask me about this, I dont understand nothing :-)

Maybe my fbsd installation misses somethings ?
