[pdftex] pdflatex

This means that mikTeX handles old version of pdfTeX. How I can get new one
or how I can compile it myself? When I have new version of pdfTeX, does it
mean that I will have new version of pdfLaTeX?

for the record, 1.21a is the pdftex revision, and 2.2 is the etex revision.
