[pdftex] PDF for (e-mail) review

Can pdftex be used to create a PDF intended for review? I mean
documents such as

        http://www.mimuw.edu.pl/~jsbien/test/tmp2B7.pdf

With Google I found only a similar question, but no answer.

A related problem: is there a free tool allowing to extract comments
and markup added to such a file?
