that may happen if you are not using it correctly. you should put the
line \usepackage{cmap} at the beginning of your preamble, before
\usepackage[...]{fontenc} or babel.

also it may happen if you are not using one of font encoding supported
by "cmap" package (e.g. if you're using OT2 legacy encoding instead of
T2A).

also it may happen if you are using bitmap fonts AND an old version of
pdftex (in new pdftex cmap will work for bitmap fonts too).

in other cases it will work. if it doesn't for you, show us a minimal
example demonstrating the problem.
