[pdftex] Updating pdfetex etc.

I changed the file pdftexconfig.tex to read as follows:

\pdfoutput=1
\pdfpagewidth=8.5 true in
\pdfpageheight=11 true in
\pdfpkresolution=600
\endinput

Then I ran texexec --make --all --alone
followed by texhash.

However a test file still defaults to a different paper size.
What step did I miss?
