[pdftex] Revision permissions?

It seems that the Acrobat revision tools (for comments, highlighting
etc.) are available in the Reader now (in version 7.0), but only if
certain permissions are set by the PDF creator. Is it possible to set
such permissions using pdf(La)TeX? I would guess not (i.e., that this
is still some proprietary stuff from Adobe), but... It would be
useful to have people be able to revise PDF files without having to
buy Acrobat proper. (Perhaps there are some Open Source tools that can
do the same?)
