[pdftex] Direct editing of PDF files.

I have written a large program that uses pdflatex to generate PDF output 
from LaTeX documents.  Adobe Acrobat is great for viewing the output PDF. 
For simple edits to these documents, I would like the ability to make 
small changes to the PDF files that are generated, so that I do not need 
to wait to change the base program that creates the LaTeX files.  The full 
version of Adobe Acrobat does not seem to have the text manipulation 
features that I need.  For example, it is very difficult to change text 
that is in two column format.  Acrobat does not readjust the text as 
something like Microsoft Word would.  What is the best program for editing 
PDF content directly?
