[pdftex] float that floats too much

take a look at the placeins package (on ctan: it's in current tetex,
but i don't know about other distributions).

in general, you may find it worthwhile to scan what i've written[*] in
http://www.tex.ac.uk/cgi-bin/texfaq2html?label=floats -- there's some
advice there that might enable you to persuade your floats to behave
better in the first place.

[*] perhaps i should say "i've published".  certainly not all of the
ideas are my own.
