[pdftex] Securing/encrypting PDF files.

A poster on another list wants to find a method for encrypting PDF files 
produced from TeX and including mathematical formulas.  Apparently pdftex 
eliminated encryption some time ago because of complexity issues. 

Are there suggestions for effective encryption outside of pdftex?
