[pdftex] hsize inaccurate

I suspect the same thing but don't know how to fix it.

I've just tried the same test on my test machine using 2 other
distributions Red Hat Linux Workstation EL3 and SUSE 9.0 (both of these
distributions are straight from the box - no fiddling by me).

                 pdftex      tex + dvips
       SUSE 9.0   146mm        160mm
       RH EL3     146mm        160mm
    Latest pdftex 154mm        160mm
      on RH9.0
