[pdftex] 3-up in pdflatex?

Just include them straight with
   \includegraphics[scale=..., page=...]{<filename>}
 --- after all, that is essentially what  pdfpages  does.

For example, let each page be an image occupying
a separate cell in a \begin{tabular}.
